Reporting to the Director of Corporate Services & Risk, the Project Manager will manage the planning, execution, control and closure of assigned internal and external construction projects within approved budgets and schedules including Ministry of Health approved projects and internal hospital renovation projects. The Manager of Construction Projects will ensure that scope, quality, schedule, budget, resources and risks are managed during each project phase (initiating, planning, executing, monitoring, controlling, and closing).
· Plans and supports the writing of formal submissions for Ministry of Health (MoH) and Infrastructure Ontario (IO) review and approvals and ensures that scope control is rigorously followed.
· Ensures the MoH and/or IO planning guidelines are successfully implemented over the course of the Capital Planning process of any MoH and/or IO approved capital construction project.
· Manages and oversees all architects and specialty consultant activities in the design development, contract design documents, including: budgets, project specifications, design briefs, architectural, mechanical, electrical and structural drawings ensuring pre-tender completeness and accuracy.
· Identifies the need for user groups, establishes and manages required user groups, and chairs meetings of the required user groups in the planning and design stages of a capital project. Organizes, manages and documents all user group planning, sign-offs and implementation processes
· Consults with departments in regards to physical space planning, project implementation planning, and operational requirements to ensure all work is in accordance with hospital standards, policies and procedures. Manages and coordinates with clinical and multi-functional service teams to strategize and plan for minimal disruption to the current operating facilities
· In conjunction with the Executive Leadership Team, develops the initial capital project budget and the capital project schedule, defining all major components of the capital project, in consultation with appropriate parties.
· Manages the development of specifications, drawings and tender packages in consultation with the consultants and user teams.
· Responsible for project controls including preparation of budgets and estimates, monitoring, reporting and processing of payments.
· Reviews all project documentation including rigorous review of RFIs, change orders and invoices and recommends payment.
· Attends all Owner/ Architect meetings, and such other construction contract meetings as required.
· Tracks all ongoing contract interpretation disputes and represent the owner as required at all meetings to negotiate dispute issues.
· Coordinates Environmental Health & Safety (EH&S) to ensure compliance with CSA requirements and safe work practices of the contractor in consultation.
· Ensures that a robust project document management system is established and maintained for all assigned capital projects in compliance with record retention policies.
· Coordinates the handover of projects through a building commissioning process, utilizing HDGH resources and/or consultants.
· Performs cross-functional duties as assigned and/or requested; performing other duties consistent with the job classification as required.
Education and/or Certification:
· Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, or Architecture disciplines - Required Equivalent combination of education and experience will be considered;
· Certification in AutoCAD – Required
· Comprehensive knowledge of Ontario Ministry of Health & Long-Term Care capital planning processes, including early stage planning processes;
· General knowledge of MOH Capital Planning Guidelines, IO Alternative Financing Procurement Guidelines, legislation and regulation covering Ontario Hospital’s Act, Occupational Health and Safety Act, Workers Compensation Act, WHMIS, Ontario Building code, CSAZ 8000, CSA Z317.13, and other related Acts/ laws as required
· Demonstrated financial management and analytical skills with the ability to manage resources and financial budgets; and
